The Reynolds Group provides a free initial review by a principal in the firm, of any situation, question, or technical report areal estate developer may have regarding the next step in cleaning up the soil or groundwater at a property in their portfolio, responding to regulators, or dealing with any environmental consulting issue to keep their project moving forward.

Since 1989, The Reynolds Group has conducted Phase 1 Environmental Site Assessments (ESA), as well as follow-up subsurface Phase 2 ESA investigations to further define the type and extent of contamination in the soil and/or groundwater.

The Reynolds Group has worked under the direction of the federal Environmental Protection Agency (EPA), the California Environmental Protection Agency (Cal EPA), the California Department of Toxic Substances Control (DTSC), The California State Water Resources Control Board (through the nine Regional Water Quality Control Boards), as well as a variety of county and city fire departments and environmental health care agencies.

The Reynolds Group is capable of providing turnkey services allowing environmental oversight of a project from start to finish, interacting with developers, city officials, regulators, attorneys, property owners and tenants, to ensure that deals stay on track.

TRGs involvement in a major shopping center development saved the owner of the project potentially hundreds of thousands of dollars. Two environmental issues arose during the development of an orange orchard into a large retail shopping center in Corona. One was associated with the past use of the land as an orchard and the other was associated with electric transformers formerly located on the property.

During grading activities, soil heavily stained by oil was encountered. TRG tested the soil and confirmed the substance was smudge pot oil based on the chemical make-up and the former land use. The burning of oil in smudge pots helped prevent frost from forming on the fruit in the orchard. There had been extensive remediation of smudge pot oil at the site prior to the recent purchase of the property. However, the newly discovered stained soil was outside of the boundaries of the area cleaned up in the past. The Santa Ana Regional Water Quality Control Board (SARWQCB) was the lead regulatory agency on the past and current smudge pot issues. While TRG was assessing the smudge pot oil, the construction activities at the site caught the attention of representatives of the County of Riverside, who later contacted the owner and informed him of a former electrical substation that used to be on the site. The substation transformers had exploded and the potential of PCB contamination was never properly investigated to the Countys satisfaction. TRG engaged the County and the SARWQCB on the substation issue as well. The SARWQCB conceded oversight of both issues to the County. TRG performed a Health Risk Analysis for both issues and was able to show that leaving the contamination in place would not pose an elevated health risk to the future occupants of the site. By using this approach, TRG obtained closure for the site and saved the project $100,000 of unforeseen costs.

The property, acquired by a non-profit dance studio in South Central Los Angeles, was found to be impacted by gasoline from former Underground Storage Tanks (USTs). Concerns about property value and health risks lead the property owner to obtain a Brownfield Grant. TRG was selected to advance remediation work under the oversight of the United States Environmental Protection Agency (USEPA), the Community Redevelopment Agency of the City of Los Angeles (CRA/LA), and the City of Los Angeles Fire Department (LAFD). After successful cleanup activities and health risk assessments, case closure is being negotiated for the property.

The Reynolds Group performed assessment work to determine the cause of PCE present at this shopping center and determined the source to be a dry cleaner. The Reynolds Group assisted the client in obtaining a $30 million re-financing by working with the client's financial institution to provide estimates of potential costs to remediate. Depth to water at this site is greater than 70 feet, creating a large potential zone of PCE contamination. The Reynolds Group has assisted the attorneys associated with the project in drafting a cost-sharing/cooperation agreement and is advancing the project.

This Regional Shopping Center lies in an area that is being considered for Superfund status because of its location relative to a regional groundwater contamination issue. The client has been designated as a potential Responsible Party (PRP). The site also lies near a major stream tributary and soil conditions are very rocky. The Reynolds Group was able to bring the client back into the good graces of the regulatory agency by negotiating a reasonable scope of work for additional site assessment. The Reynolds Group also performed a detailed review of adjacent potential cases that highlighted the possibility of off-site contamination. The investigation including installing "semi-permanent" soil vapor probes to a depth greater than 150 feet below ground surface and sampling them. Based on the results of the sampling The Reynolds Group prepared an expert's consulting report that detailed why the client should be considered at most a "de minimis" contributor to any regional groundwater issue. TRG noted that there is a neighboring large contributor to the contamination that seems to have caused most of the problems. The Reynolds Group is currently working to minimize the clients PRP liability and is working closely with legal counsel to craft strategies regarding coordinating work with the off-site PRP.

TRG performed excavation and bioremediation of petroleum hydrocarbon-impacted soils, asbestos abatement, and disposal of mercury-containing soils. During this work, TRG responded to many unexpected issues such as the assessment and removal of radioactive piping. Soil vapor surveys were used to assess potential health exposure risks. All of this work was performed at the same time as the decommissioning of the active oil field which required intense schedule coordination. The work of TRG staff resulted in 75 acres being developed for residential use. The remaining acreage was developed for commercial and industrial use.

The Reynolds Group is working with a Korean Developer in downtown Los Angeles on a mixed use development. The client purchased a contaminated property in a tax distress sale and has been admitted to receive Orphan Account funds. The site is in a blighted area of Los Angeles (west of downtown at 3rd Street). TRG is helping the developer scope the environmental portion of the project and we have been instrumental in helping them secure grant funding from the State. The City of Los Angeles Redevelopment Agency, the Federal and State EPA, and the Los Angeles Regional Water Quality Control Board are all part of the project process.

In a unique government-private partnership, TRGs client developed a major regional retail center on a brownfield property in an unincorporated area of Los Angeles County, CA, that contained a former glass manufacturing facility and other former industrial uses. TRG provided forensic services during demolition of the property to identify environmental concerns associated with historic uses and to locate specific areas requiring assessment. During the course of work, TRG encountered and remediated arsenic and chromium-impacted kiln brick, volatile organic compounds, numerous underground storage tanks and clarifiers, pesticides, and PCBs. TRG conducted assessment and cleanup activities as the site was being developed. By coordinating assessment and cleanup work with the general contractor, TRG had minimal impact on the scheduling and timing of the project. TRG provided further value to the project by negotiating cleanup levels based upon potential health risk in future occupied areas with lesser standards applied to parking areas.

The Dewey Group was considering a real estate transaction in Long Beach. The deal involved a property that had been redeveloped prior to current regulatory statutes so, it was unknown if past activities had impacted the site. TRG developed a limited scope of work based on historic aerial photographs to screen the soil and groundwater at the site for chemicals associated with the past uses of the property. The results of the investigation allowed The Dewey Group to consider purchasing the property at a risk reduced price or to pass on the purchase. The work TRG performed in one day helped The Dewey Group avoid acquiring an environmental liability over half a million dollars.

As part of the redevelopment of downtown San Diego during the creation of the Petco Baseball Park, TRG was awarded a contract by the Centre City Development Corporation in 1999 for the removal of approximately 1,600 tons of metal-contaminated soils.

TRG was the low bidder for removal and disposal of lead contaminated soils in downtown San Diego. The work required significant coordination for traffic planning in this dense downtown area as trucks were immediately loaded and transported out. TRG performed the work for City Centre Development Corporation, a quasi-private/government developer charged with the revitalization of downtown San Diego.

Passive Ventilation of Methane (7172)

Sometimes, the threat of vapor intrusion is associated with naturally occurring compounds such as methane. Dangers associated with methane include explosive environments and asphixiation at higher concentrations. In areas where methane is known to exist in the subsurface, engineered barriers are part of the building design requirements.

TRGs client, a major shopping center developer, built a large retail center and needed to mitigate the possibility of methane intruding into the buildings of the center. A passive sub-slab venting system was designed and installed during the construction of the shopping center. The vapor intrusion mitigation program requires periodic monitoring of methane concentrations. TRG regularly performs these site visits at minimal cost to the management of the property.
