Service: Operations and Maintenance of Remediation Systems
The Reynolds Group has built a small team within its organization that is solely dedicated to the operations and maintenance of active remediation systems. The team members are trained in electronics, pump systems, blowers, piping, and other mechanical system components. The Reynolds Group has thousands of hours of experience maintaining high "up times" for remediation equipment and servicing the equipment as necessary. The Reynolds Group is fully capable of taking on operations and maintenance of remediation systems for any client.

Groundwater Remediation Operations And Maintenance Of Remediation Systems

This project in Riverside, California involved an insurance company policy that was called into effect. The insurance company, American International Group (AIG), paid for the client's attorney, paid for third party oversight of The Reynolds Group's work and was in-line to provide funding to the project over a certain limit.
According to the Santa Ana Regional Water Quality Control Board's (SARWQCB) Ken Williams, The Reynolds Group removed more gasoline from the ground at this site than at all but two other cases he had worked on. Site assessment was accomplished with a network of 17 groundwater monitoring wells spread over an area 800 feet by 300 feet. The gasoline plume extended 100 feet to groundwater. Up to eight feet of free phase gasoline was discovered floating on the groundwater beneath the site. Remediation was accomplished with the installation and operation of free product recovery, soil vapor extraction and air sparge systems. Closure was obtained by working closely with the SARWQCB, understanding the detailed subsurface conditions, applying the most applicable remedial technology to the case and operating it efficiently. |

Standard Insurance Corporation (Standard) is a publicly traded Fortune 500 corporation and Exxon Mobil Corporation is one of the largest oil companies in the world. In this project, The Reynolds Group is untangling the liabilities and cost responsibilities of a commingled plume. The case is being overseen by the California Department of Toxic Substances Control (DTSC) and involves drafting and implementing work plans under the DTSC s stringent Quality Assurance/ Quality Control requirements. Several prominent law firms are engaged in this matter. DTSC and client interaction are critical to the effective advancement of the project. Standard is pleased with The Reynolds Group's performance. The case involves the assessment and remediation of chlorinated compounds associated with a commercial facility that are commingled with contaminants associated with the Exxon Mobil operation.
The Reynolds Group completed the assessment under DTSC guidelines and is currently removing volatile organic compounds (VOCs) from the subsurface via soil vapor extraction. The Reynolds Group will commence remediation of the groundwater soon. Because of the sites proximity to a residential neighborhood, The Reynolds Groups Health Risk Assessment (HRA) capabilities are also utilized. |

| This case involves gasoline (BTEX and MTBE) impact to soil beneath the site and groundwater beneath and off site. Site assessment was accomplished with a network of 12 groundwater monitoring wells distributed across the site, in city streets and on neighboring properties. The site is located very near city of Tustin drinking water wells. The gasoline plume extended 80 feet to groundwater. Remediation was accomplished with the installation and operation of soil vapor extraction and groundwater pump and treat systems. Because of the predominately sandy soil matrix at the site, the soil and groundwater cleanup was accomplished with a system of four soil vapor extraction wells and three pumping wells. Active remediation of the 80 foot deep soil plume and groundwater contamination was accomplished in four years. Closure was received from the Orange County Health Care Agency. |

TRG manages the cleanup of three sites for this client. This is the second of the three to achieve closure. Following complete assessment of gasoline impact in soil and groundwater on and off site, a soil vapor extraction and air sparge system was installed and operated at the site. The remediation system employed at the site consisted of 12 air sparge wells connected to a sparge blower and 16 vapor extraction wells connected to an all-electric catalytic oxidizer.
Over the course of 18 months of operation, the technician assigned to the project ensured that the project team received relevant and necessary data to analyze the progress of the cleanup and adjust the operational strategy at the site. The technician also ensured the remediation system was operational well over 90% of the time. Following 12 months of post remediation groundwater monitoring, the site was closed by the Los Angeles Regional Water Quality Control Board. TRGs operations and maintenance group is a key component to implementing strategies that lead to site closures. |

During the course of a multi-million dollar commercial real estate transaction, TRG provided the buyer with an estimated cost to assume the environmental liability in the purchase of the property. The buyer was able to negotiate a significant discount on the deal because of the chlorinated solvent contamination associated with the former manufacturing activities at the property. Once the deal closed, TRG set out to clean up the contamination in the soil beneath the building on site.
Operating a soil vapor extraction unit with a network of a dozen multi-nested vapor wells has reduced the contaminant concentrations to minimal levels, and TRG is negotiating closure of the case with the Orange County Health Care Agency based on minimal health risk to employee occupants of the building. The cost of cleanup and closure of the case is well within the estimate TRG provided during the transaction. Closure is expected within months. |

| The Reynolds Group recently completed a controversial assessment and remediation that involved Assessment, Health Risk Assessment and Remediation through the Orange County Health Care Agency (OCHCA). The controversy was that the City in Orange County where the work was conducted wanted to create a complicated chain of regulators: the Department of Toxic Substances Control (DTSC), the Santa Ana Regional Water Quality Control Board (SARWQCB), and the OCHCA. Working through Luis Lodriguezas Voluntary Oversight Program, TRG was able to secure a No further action letter from OCHCA without DTSC or SARWQCB involvement once concentrations in the ground were shown not to pose an elevated health risk. |
