The Reynolds Group has successfully completed projects for satisfied City, County, and Federal Agencies and governing authorities since its inception in 1989. Early on, The Reynolds Group was the consultant and contractor of preference for the County of Orange -- General Services Administration. The Reynolds Group was engaged to perform Real Estate Due Diligence, Site Assessments, Remediation, and Underground Storage Tank work throughout the County.

The Reynolds Group also was awarded contracts in the late 1990's to perform underground storage tank services for the City of San Diego and regionally for the United States Postal Service.

The Reynolds Group has performed work for numerous Redevelopment Agencies including the City of South El Monte and the City of Azusa. In 2007, TRG was awarded work directly with the State of California Environmental Protection Agency Regional Water Quality Control Boards to perform groundwater monitoring.

The Reynolds Group also completed a bonded million dollar upgrade project for the Metropolitan Water District of Southern California at their Lake Skinner Plant.

The property, acquired by a non-profit dance studio in South Central Los Angeles, was found to be impacted by gasoline from former Underground Storage Tanks (USTs). Concerns about property value and health risks lead the property owner to obtain a Brownfield Grant. TRG was selected to advance remediation work under the oversight of the United States Environmental Protection Agency (USEPA), the Community Redevelopment Agency of the City of Los Angeles (CRA/LA), and the City of Los Angeles Fire Department (LAFD). After successful cleanup activities and health risk assessments, case closure is being negotiated for the property.

In 2005, TRG was selected through a competitive review of its qualifications by County of Riverside department heads. Much of the Riverside County work arises from condemnation cases where "time is of the essence". Because of TRGs effective, timely response to requests by the County of Riverside, our company was placed on the "go to" list and has become one of the primary environmental consultants to county. The county routinely acquires and disposes of real property assets. The county has looked to TRG to provide cost-effective and timely real estate due diligence consulting services for several years with dozens of assessments completed and value added to the real estate transaction process.

TRG was chosen by the City of Coachella to assess and remediate groundwater contamination of an abandoned brownfield site. The funding for the assessment and cleanup activities is provided through the California Orphane Site Cleanup Fund Account. TRG has been coordinating efforts between, the City, the Colorado River Basin Regional Water Quality Control Board and the OSCF Account to continually advance the case toward closure. This coordination is crucial in changing this blighted property to a beneficial community asset. To date, TRG has fully assess the contaminant plumes on and off-site, cleaned up the source on-site and is coordinating with adjacent property owners to cleanup the off-site remnants of the contaminant plume.

TRG typically interacts with Regional Water Quality Control Boards as agencies to which we report on our clients behalves, but in this case, the Central Valley Regional Water Quality Control Board contracts with TRG to conduct quarterly gauging and groundwater monitoring of 47 monitoring and supply wells in the southern Sierran foothill town of Glennville, California. Many of the wells are impacted by MTBE, a gasoline additive. TRG works closely with the CVRWQCB as a client and ensures the fieldwork and reporting meet the Boards expectations and standards. Since being contracted to perform the work in 2008, the Board has renewed the contract for the project.

TRG was retained by the Orange County Sheriff Department to prepare a case summary and recommendations pertaining to a gasoline fuel release into the subsurface soil and groundwater from a former UST at the Musick Jail Facility. TRG reviewed all historical environmental work and performed additional groundwater assessment to determine current conditions at the site. TRG also interacted openly with the Santa Ana Regional Water Quality Control Board (SARWQCB) to discuss the closure criteria for the site. TRG determined that remedial action of the subsurface soil at the site would be necessary to attain case closure at the site. TRG has been retained by the Orange County Sheriff Department to present the cleanup strategy to the SARWQCB.

Site Assessment
The Reynolds Group just successfully completed an environmental screening project with the Los Angeles County Metropolitan Transportation Authority (MTA). MTA is expanding light rail service to Santa Monica from Culver City with the Exposition Phase 2 Light Rail Transit Project (Expo Phase II LRT Project). Part of the project involves acquiring properties along the route. MTA was concerned about possible liabilties associated with the past and present uses of these properties. TRG won the project in a competitive bid process and performed subsurface soil sampling and analyses. The work was coordinated with the businesses operating at the sites and was performed with no interruption to their operations. MTA is completely satisfied with the work, and we are pleased to have them as our client.
